AI Contract Overview
The U.S. Army Sustainment Command awarded a sole-source, cost-plus fixed fee undefinitized contract action under the LOGCAP V IDIQ vehicle W52P1J-19-D-0044 to KBR Services, LLC for urgent staff augmentation at the United States Military Academy Logistics Readiness Center in West Point, New York. This action, executed via task order W52P1J-19-F-0395, is justified under FAR 16.507-6(b)(1) due to an urgent and compelling operational need that would be critically delayed by competitive procedures. KBR is the only LOGCAP V contractor authorized to operate within the USNORTHCOM area of responsibility, making it the sole entity capable of rapidly fulfilling this requirement across critical functions including supply operations at the Central Issue Facility and Installation Supply Support Activity, ammunition handling, transportation, and support to the Cadet Uniform Factory. A total of 32 contractor positions are being filled to maintain mission readiness, with performance occurring entirely on-site at West Point and expected to be completed within 120 to 180 days of job posting, subject to two optional four-month extension periods that may be exercised if hiring delays persist. The contract does not include detailed line-item pricing, with cost reasonableness certified by the contracting officer and subject to post-award audit under FAR 15.403-4. No competition was conducted, no technical evaluations were performed, and no specific performance metrics or inspection criteria beyond regulatory compliance are defined. The award is administratively tied to the Setting the Theater task order for convenience, and funding is sourced from FY2026 Operations and Maintenance, Army accounts. The contracting officer certified the justification and reasonableness of costs, and no key personnel, security clearance, or organizational conflict of interest provisions are included. The base contract vehicle has a term extending through March 2030, though the specific period of performance for this task order remains undefined beyond the anticipated hiring timeline and optional periods.

Full Description
Army Sustainment Command (ASC) requested a cost-plus fixed fee Undefinitized Contract Action (UCA) under Logistics Civil Augmentation Program (LOGCAP) contract W52P1J-19-D-0044, task order W52P1J-19-F-0395 with KBR Services, LLC (KBR). KBR is fulfilling an urgent requirement for staff augmentation to address severe and ongoing personnel shortages in critical roles, including installation supply at the Central Issue Facility (CIF), Installation Supply Support Activity (SSA), and Cadet Supply Division; installation transportation; armament repair; and operations at the Cadet Uniform Factory (CUF) within the United States Military Academy (USMA) Logistics Readiness Center (LRC) at West Point, New York. ACC-RI executed this action against LOGCAP V Indefinite-Delivery/Indefinite-Quantity (IDIQ) multiple task order award contract W52P1J-19-D-0044 and placed it on the Setting the Theater (STT) Task Order W52P1J-19-F-0395 to KBR for administrative convenience.
KBR is the regionally aligned contractor for USNORTHCOM and is the only LOGCAP V contractor currently providing LOGCAP support in the USNORTHCOM area of responsibility. As such, the services described above supporting the USMA LRC will be awarded to KBR on a sole source basis due to ASC’s urgent and compelling need for LOGCAP support. Providing fair opportunity amongst all LOGCAP V IDIQ contract holders would have resulted in unacceptable delays to this critical requirement. 10 U.S.C. 3406(c)(1), and RFO FAR 16.507-6(b)(1) provide an exception to the fair opportunity process when the agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.
