M -- A-76 Streamline Study - Administrative Support and Other Environmental Services

The Department of Health and Human Services, National Institutes of Health (NIH), completed a streamlined competition under the guidance of OMB Circular A-76 to evaluate the provision of Administrative Support and Other Environmental Services. These services encompass a broad range of administrative functions such as reception, communication, meeting and travel arrangements, training coordination, database entry, and courier duties supporting the Environmental Services function. The streamlined competition process was officially certified on August 24, 2005, marking the conclusion of the study. Following the evaluation, the decision was made to retain performance of these functions in-house rather than outsourcing. Consequently, the Contracting Officer will formalize this arrangement by executing a Letter of Obligation with the senior manager responsible for these functions. Notably, under the revised OMB Circular A-76 effective May 29, 2003, this streamlined competition decision is final and cannot be disputed by any party.
