The Department of the Navy is initiating a competitive sourcing study for the Naval Supply Systems Command’s fuel facilities located in Jacksonville, FL; San Diego, CA; Manchester, WA; and Pearl Harbor, HI, including satellite sites in Kingsville and Corpus Christi, TX. This effort, conducted under OMB Circular A-76 guidelines, aims to gather market information to identify capable commercial sources, including small businesses, that can provide comprehensive bulk fuel services at deep water ocean terminals. Services under consideration include terminal operations such as product handling, storage, emergency response, ship berthing, continuous monitoring; facilities maintenance including equipment upkeep and support for construction projects; quality surveillance to ensure petroleum product standards and environmental compliance; and mission support tasks covering inventory, administrative functions, security, and training. This announcement is a request for information, not a solicitation, and serves to guide future acquisition decisions. The Navy encourages feedback on the proposed single business unit grouping of all services and welcomes alternate structuring suggestions. Participation is voluntary, with no reimbursement for response costs, and all input will be used strictly as market research pursuant to FAR guidelines. Interested parties are invited to complete an online survey managed by Grant Thornton by May 2, 2006, with further inquiries directed to the Navy’s contract specialist. This preliminary effort does not guarantee a subsequent solicitation but seeks to ensure that the Navy fully understands the marketplace and potential contractor capabilities.
