The Internal Revenue Service (IRS) plans to extend Contract No. TIRNO-07-D-00004 with Access Systems, Corporation, based in Reston, VA, for an additional 12-month period from October 1, 2014, through September 30, 2015. This extension is necessary as the IRS does not expect the follow-on competitive contract to be awarded before the current contract expires on September 30, 2014. The contract supports critical mainframe peripheral software and maintenance services for the IRS's IBM mainframe environments located at the Enterprise Computing Center-Martinsburg and Memphis. Services include on-site preventive, predictive, and remedial maintenance for IBM and IBM-compatible mainframe peripheral devices, software maintenance, support services, and software license support for commercial off-the-shelf products used on IBM mainframe systems. The existing contract is an Indefinite Delivery, Indefinite Quantity (IDIQ) arrangement, allowing the IRS to maintain uninterrupted service while a competitive follow-on procurement is completed. This extension will be awarded through a modification under non-competitive procedures, authorized by FAR 6.302-1 and related statutes, at the government's discretion. The IRS issued this notice as an intent to modify rather than a request for proposals. The Contracting Officer overseeing this extension is Kelven D. Jones, who can be contacted for further details. The main purpose of this extension is to ensure continuity of essential software maintenance and peripheral support services for the IRS mainframe infrastructure.
