The Space and Naval Warfare Systems Center, San Diego (SSC PACIFIC) plans to award a cost-plus-fixed-fee contract to Asynchrony Hubzone LLC for support related to their "Mako" Chat capabilities. This contract is awarded under a sole-source justification, citing the unique qualifications of Asynchrony Hubzone LLC and the absence of other sources capable of meeting the agency's requirements. The contract period is set for twelve months, with an option for an additional year, and it falls under NAICS code 541511. The Mako Chat technology builds on extensions of the Internet Relay Chat (IRC) protocol to address Navy-specific operational challenges like low-bandwidth, high-latency, and intermittently interrupted satellite communications, and supports a transition to XMPP-based technologies. The scope of work includes comprehensive support in research, systems engineering, architecture, design, development, integration, test and evaluation, implementation, and life-cycle support for the Mako Chat products. This covers enhancing existing IRC-based chat systems, developing new capabilities, integrating these solutions into Navy and Department of Defense systems, and ensuring all changes are thoroughly documented to enable future competitive procurements. The contract emphasizes maintaining and evolving chat capabilities to meet changing operational needs, including test support, production implementation, software upgrades, training, and help desk services. Although this notice invites statements of interest, the Government retains discretion over competition decisions, with any contract action complying with relevant federal acquisition regulations.
