THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.


The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, in support of the F-35 Cartridge Actuated Device/Propellant Actuated Device (CAD/PAD) Joint Program Office (JPO), is requesting information and conducting market research to identify and determine if there are potential sources with the capabilities to manufacture, procure, supply, inspect, test, repair, overhaul, and/or provide logistics support for Martin-Baker Cartridge Actuated Devices (CADs) and Propellant Actuated Devices (PADs) components utilized in support of the F-35 Lightning II program. The government anticipates a potential five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for supplies and/or services described herein in Fiscal Year 2028-FY2033.


As part of its market research, NAVAIR-PMA202 is issuing this Sources Sought notice to determine if there exists an adequate number of qualified interested contractors capable of supporting the requirement. The Government may use responses to this Sources Sought for information and planning purposes.


This Sources Sought is issued solely for the purpose of identifying potential sources as part of NAWCAD market research. No Request for Proposal (RFP), Request for Quote (RFQ), or solicitation currently exists; therefore, do not request a copy of a solicitation.


Responses to this Sources Sought are not considered offers and cannot be accepted by the Government to form a binding contract. This Sources Sought is issued for information and planning purposes only and does not constitute RFP, RFQ, or promise to issue a solicitation in the future.


The Government does not intend to award a contract based solely on responses to this Sources Sought announcement.


All information received in response to this Sources Sought marked “Proprietary” will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary, confidential, or competition-sensitive information contained in their response. Responses to this Sources Sought will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought announcement. The Government will not reimburse respondents for any costs incurred in preparing or submitting a response.


Do not submit pricing information in response to this Sources Sought.


Interested sources shall provide a response detailing their capability and experience supporting Martin-Baker CAD/PAD components and associated systems. Responses should demonstrate experience with energetics, aerospace or aviation safety systems, precision manufacturing, quality assurance processes, inspection and testing procedures, and compliance with applicable Department of Defense (DoD), Navy, and industry standards associated with CAD/PAD devices and escape system components.


Respondents should clearly describe their technical capabilities, manufacturing capacity, supply chain management approach, and ability to support urgent or surge requirements in support of fleet sustainment and production schedules. Respondents should also provide a brief description of prior experience supporting similar systems or programs, including any relevant past performance information, if available.


The Government anticipates a potential future requirement supporting F-35 CAD/PAD sustainment and production efforts in support of domestic and international program requirements.
