Master Permit for Env. Enhancement Projects

The California Department of Fish and Wildlife, through Lake and Streambed Alteration Agreement EPIMS-SCR-59398-R3 approved on June 6, 2025, authorizes the Center for Natural Lands Management to conduct vegetation management activities at Pond 1 within the Seascape Uplands Preserve in Santa Cruz County to improve breeding habitat for the endangered Santa Cruz Long-toed salamander. The project involves the manual removal of approximately 8,200 square feet of California bulrush, 5,700 square feet of willow, and up to 12 black locust trees, along with thinning of 1,300 square feet of dense vegetation, all performed without heavy equipment or road construction. A minimal 500-square-foot staging area will be used for chainsaw refueling and herbicide mixing, and cleared biomass will be stockpiled in a designated 650-square-foot area. The work is conducted under the authority of Fish and Game Code section 1602 and complies with the California Environmental Quality Act through a Mitigated Negative Declaration, with no federal procurement clauses, pricing data, or traditional contract administration elements such as payment terms, invoicing procedures, or contracting officer assignments present in the documentation. Enforcement and compliance are overseen by CDFW, with inspections occurring on-site and final administrative approval issued through regional office filing; no performance period, delivery schedule, or contract value is specified, as this is a regulatory environmental permit rather than a competitive procurement.
