This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO FAR part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested, and a separate written solicitation will not be issued.



Solicitation number W50S9F26QA014 is issued as a Request for Quotation (RFQ) for preparing and serving meals, using Government-provided food items, during one 2-hour meal period per day in Madison WI from 21-23 August 2026 and 11-12 September 2026 (5 total day of service). More information is available within the attached Performance Work Statement (PWS).



This solicitation is a 100% small business set-aside. The NAICS code is 722310 and the size standard is $47 million. This solicitation incorporates provisions and clauses by reference, and full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul and acq.osd.mil/dpap/dars/class_deviations.html. This action will result in a firm-fixed price (FFP) purchase order to the quoter providing the most advantageous quote to the Government, in accordance with the provision at RFO FAR 52.212-2. Instructions to quoters:



1. To be eligible for award, a quote must be received by the date and time indicated on this notice and must contain all of the following:


a. Complete pricing for all line items listed on the SF 1449.


b. Unique Entity Identifier (UEI) and CAGE.


c. Summary of technical capabilities as they specifically related to this requirement. At a minimum, provide a summary of your operational approach to performance of this requirement, to include execution plan/timeline and staffing model (number of personnel and their roles/certifications).



2. Quotes must be emailed to the POC listed. The subject must contain “W50S9F26QA014”. Do not send an email exceeding 10 mb in aggregate.



3. All questions shall be in writing. Questions shall be emailed to the primary point of contact shown on this RFQ no later than 29 June 2026 at 9:00 am CDT.



4. By responding to this RFQ, the quoter agrees to meet all the requirements incorporated herein, and agrees to all the terms, conditions, and provisions.



5. The Government may obtain past performance information from any sources available, including the Contractor Performance Assessment Reporting System (CPARS) and Supplier Performance Risk System (SPRS). As a result, this RFQ does not require submission of past performance information.
