MEDCOM PHA Support Services

The contractor is required to provide comprehensive medical and dental support services to the Arkansas Army National Guard under a Firm Fixed Price arrangement for a 12-month period from September 18, 2026, to September 17, 2027, with performance occurring at predetermined locations across the state of Arkansas. The primary deliverable is the execution of annual Periodic Health Assessments (PHA) and dental screenings for all Active Duty and Selected Reserve personnel, ensuring that screening and remediation are completed for at least 90% of service members, with dental treatment provided to those classified as Class 3. The contractor must supply all personnel, equipment, tools, materials, supervision, and quality control measures, except for Government-furnished items such as HIV and DNA testing supplies, shipping materials, labels, and guidance, which are provided by the ARARNG Medical Detachment. The contractor is responsible for dropping off packaged specimens to local commercial carriers and shipping them to approved Department of the Army testing facilities using methods coordinated with ARARNG. Performance must adhere to the Performance Requirements Summary and Dental Classification System outlined in technical exhibits, utilizing appropriate DA or DD forms and meeting OSHA, ADA, HIPAA, and Privacy Act standards, particularly for mobile medical and dental platforms. All contractor personnel, including subcontractors, must undergo background checks to obtain Common Access Cards (CACs) compliant with HSPD-12 for physical and logical access to Department of Defense installations and networks. Licensure and certification of all healthcare providers are subject to 100% verification by the Contracting Officer’s Representative and Oversight Support Staff. The contractor must submit a Quality Control Plan within 10 days of award and implement internal surveillance for quality, timeliness, responsiveness, and customer satisfaction, with any changes to the plan requiring written approval from the Contracting Officer. Government performance evaluation is based on the Quality Assurance Surveillance Plan, which defines acceptable quality levels and surveillance frequency; failure to meet performance standards may result in monthly payment deductions and mandatory corrective action plans.
