Medical Linen Laundry Services-355th Medical Group, Davis-Monthan AFB, AZ.

The Defense Health Agency has awarded a firm-fixed-price contract for commercial medical linen and laundry services to support the 355th Medical Group at Davis-Monthan Air Force Base, Arizona, with performance beginning on July 27, 2026, and spanning a base year through July 26, 2027, followed by three optional one-year extensions through July 26, 2030. The contractor is responsible for the full lifecycle of government-owned medical linens, scrubs, curtains, hotpack covers, and other textiles, including scheduled pickup and delivery between 8:30 a.m. and 10:30 a.m. on Tuesdays, with additional pickups for contaminated laundry on Tuesdays and Fridays. Services must be performed in strict compliance with the Performance Work Statement, meeting Healthcare Laundry Accreditation Council standards, infection control protocols outlined in Appendix B, and packaging requirements that mandate plastic film wrapping, moisture-repellent bundling, and separate transport of clean and contaminated items using designated carts. The contract incorporates multiple Federal Acquisition Regulation clauses related to cybersecurity, subcontractor restrictions, ethics, whistleblower protections, paid sick leave, Buy American compliance, and telecommunications equipment restrictions, with the contractor required to maintain SAM registration, submit accurate UEI and CAGE codes, and comply with representation and certification obligations under FAR 52.212-3 and other applicable provisions. The evaluation process is a tradeoff-based best-value determination where technical capability and past performance serve as mandatory pass/fail gates, with past performance deemed more critical than price, and only offerors achieving at least an Acceptable rating in technical capability and Satisfactory or Neutral Confidence in past performance are eligible for award. Payment must be processed through the Wide Area WorkFlow system using designated DoDAACs, with invoicing requirements varying by line item type and delivery mechanisms, and the contractor must submit monthly weight reports, delivery tickets after each delivery, and a comprehensive quality control plan upon award. The services are classified as mission essential, requiring the contractor to remain operational during crises, and any disruption exceeding 72 hours due to contractor fault may result in the government procuring services elsewhere. Key personnel, including a designated Contract Manager and alternate, must be identified in writing prior to performance, and all packaging, labeling, and handling must adhere to specific dimensional and contamination control standards to ensure patient safety and operational continuity at the MTF facility in Building 400.
