Mining Inspection Services

The County of Stanislaus is soliciting proposals for professional mining inspection services to support the Planning and Community Development department. The selected consultant will be responsible for ensuring compliance with the Surface Mining and Reclamation Act (SMARA) and California Public Resources Code Section 2773.1 for 14 identified mines. Key deliverables include annual surface mine inspections, the preparation of MRRC-1, NOCI-1, and FACE-1 reports, financial assurance mechanism reviews, and use permit monitoring. Additionally, the scope includes as-needed consulting tasks such as reviewing reclamation plans, providing CEQA support, and assisting with local zoning ordinance updates. The contract is intended for an initial three-year term, with the possibility of year-to-year extensions for up to four additional years. To be eligible, proposers must have been established for at least five consecutive years and possess a valid Professional Geologist license issued by the State of California. Proposals will be evaluated through a multi-phase process, beginning with a pass/fail assessment of responsiveness and financial viability, followed by a technical scoring system. Evaluation factors include qualifications and conformance to needs (30 points), capacity and ability to perform (30 points), outcomes and impact (30 points), and references (10 points). Successful bidders must also meet specific insurance requirements, including commercial general liability, automobile liability, workers' compensation, and professional liability. Proposals must be submitted by October 8, 2026, at 2:30 P.M. via the County's vendor portal and through a physical hard copy delivery.
