Public Works and Government Services Canada (PWGSC), Western Region, on behalf of Department of National Defence (DND), has a requirement for Regional Individual Standing Offers (RISO’s) for the supply, delivery and offloading of Miscellaneous Groceries on an as and when requested basis to 17 Wing Winnipeg, located in Winnipeg, Manitoba, for the period of the Standing Offer.
It is the responsibility of the bidder to monitor the Government Electronic Tendering Service (GETS) for any updates or amendments to the solicitation notices.
Suppliers should ensure they perform any required conversions, provide all applicable information and complete any areas that are to be completed prior to submitting their offer.
Solicitation closing times will remain at 2:00 PM CDT or CST, as applicable, for the first period and all rebid closings.
The periods of the Standing Offers will be four, 6-month periods, from approximately: • December 1, 2022 to May 31, 2023 • June 1, 2023 to November 30, 2023 • December 1, 2023 to May 31, 2024 • June 1, 2024 to November 30, 2024
with applicable refresh and rebid periods as indicated in Annex A and Annex B of the solicitation document.
There will be up to five Standing Offers issued for this requirement, one for each commodity for each standing offer period. Offerors may submit an offer for one, two, three, four, or all five commodities.

Rebid
The Offeror and any other interested suppliers will be able to bid on this requirement at a specified period as laid out in the Standing Offer and this bid solicitation.
Offerors should submit the entire solicitation document as this is an open, competitive process, and the evaluation will be completed as it was in the first solicitation closing.
The requirement will remain posted on Buy and Sell for the period of the Standing Offer which will be affected by the rebid periods.

Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority.
Suppliers are strongly encouraged to submit bids electronically using the Canada Post Corporation’s (CPC) Connect service for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

Anticipated migration to Regional Master Standing Offers (RMSO)
If a RMSO is issued for any of the commodifies prior to the expiry date of the standing offer issued from this solicitation, this standing offer will be set aside to move to the Regional Master Standing Offer (RMSO) for all sites affected by the RMSO.
