AI Contract Overview
The Rosemount Field Maintenance Shop in Minnesota is selling surplus scrap metal consisting of unseparated ferrous and non-ferrous materials through a government surplus property disposal process under solicitation MN_USPFO_2026-007. Bids are due by 10:00 a.m. CDT on June 15, 2026, and must be submitted via email to Ariel Gould at ariel.d.gould.civ@army.mil, though mailed or in-person deliveries are also accepted; telephonic bids are prohibited. The winning vendor must accept delivery at their own location within 20 miles of the Rosemount Field Maintenance Shop, and the Government will make the scrap available for pickup at its facility. The property is sold “as is, where is” with no warranties regarding quantity, quality, condition, or packaging, and the buyer assumes full responsibility for offloading, transportation, and compliance with all applicable federal, state, and local laws. Payment must be made within 15 days of delivery via cashier’s check or money order payable to the U.S. Treasury and sent to the United States Property & Fiscal Office in Little Falls, MN. A transaction report detailing weight, price per pound, and total amount must accompany payment. Bidders are required to submit a valid Taxpayer Identification Number (TIN), Unique Entity ID (UEI), and CAGE code; failure to provide a TIN results in automatic disqualification. Federal employees and their households are prohibited from bidding. The contract allows for a 10% variation in quantity delivered and permits the Government to withdraw the property before delivery if a bona fide need arises, refunding only the amount paid. Any default, including non-payment or failure to accept delivery, incurs a liquidated damages penalty of 20% of the purchase price or $25, whichever is greater, and may lead to debarment from future sales. The Government may offset any refunds owed against outstanding federal debts. The contract is governed by the Contract Disputes Act of 1978, and all modifications must be in writing. No standard FAR clauses apply; instead, the agreement uses uniquely numbered provisions addressing delivery, risk of loss, interest on late payments, and prohibition of contingent fees. Evaluation is strictly price-driven under a lowest price technically acceptable framework, with no assessment of technical merit, past performance, or management capability. The contract has a one-year base period from July 1, 202
