MND - Wastewater Treatment Plant Annexation - Colusa Triple Crown Development

1. Annexation of 680.06 acres of land consisting of 10 parcels and additional 14.79 acres of existing right-of-way, for a total of 694.85 acres 2. Colusa Triple Crown Development Proposal consisting of: a. Development Agreement b. Site Plan Review c. Tentative Subdivision Map d. Special Use Permit (cannabis) 3. General Plan Amendment and Rezone of city owned land to a designation of Agricultural and zoning of A-G Agricultural. 4. Colusa Municipal Code update adding Appendix A – Section 17.5 A-G Agricultural zoning regulations 5. Colusa Municipal Code amendment to Appendix A – Section 21.5.01 to permit Cannabis operations subject to a Special Use Permit in the A-G Agricultural zone. Annexation of both city owned and private property that abut the City's Wastewater Treatment Plant totaling 669.07 acres Colusa Triple Crown (CTC) will develop approximately 83.66 acres of land abutting the Treatment plant into a cannabis facility. The cannabis facility will be built out over a period of 5 to 8 years and contain 10 structures and supporting infrastructure. CTC will utilize reclaimed water from the WWTP for its agricultural operation. The project contains a General Plan Amendment to add Agricultural and a rezone of AG - Agricultural as well as a municipal code update to introduce an AG zoning regulation.
