Mobile Magnetic Resonance Imaging (MRI) service - Whiteriver Service Unit

The contract is for Mobile Magnetic Resonance Imaging (MRI) services to be provided to the Whiteriver PHS Indian Hospital in Arizona under a Buy Indian Set-Aside specifically designated for Indian Small Business Economic Enterprises (ISBEEs). The procurement is administered by the Phoenix Area Indian Health Service, a division of the Department of Health and Human Services, and is structured as a firm-fixed-price, all-inclusive monthly rate contract with a base period of one year beginning March 1, 2026, and four additional one-year options. The contractor must deploy a fully equipped, FDA-approved mobile MRI unit to be stationed full-time at the hospital's designated MRI pad and provide all necessary personnel, maintenance, logistics, and compliance support, including operations, preventative maintenance, waste management, and adherence to strict regulatory standards such as ACR, TJC, HIPAA, CMS, NFPA, and IHS. Key personnel, particularly MRI technologists, must be ARRT or ARMRIT certified with current BLS credentials, pass background checks and immunization requirements, and any substitutions require prior written approval from the Contracting Officer. The evaluation process prioritizes Technical Capability as the most critical factor, assessing compliance with licensing, demonstrated experience in similar clinical settings, staffing adequacy, continuity plans, and retention of qualified technologists—failure on any of these results in an unacceptable rating. Past Performance is evaluated as acceptable or unacceptable based on at least two relevant government references within the last five years, and Price is reviewed solely for reasonableness, evaluated against historical data, government estimates, and market conditions, but does not drive award decisions. Award will be made on a trade-off basis, not Lowest Price Technically Acceptable. The contractor must execute a HIPAA Business Associate Agreement, provide a valid UEI and SAM registration, certify ISBEE status, and submit a four-volume quotation not exceeding twenty total pages, with technical and past performance sections bounded by strict page limits. All submissions must be sent via email by the deadline. The contractor is responsible for daily housekeeping, secure handling of government property including key control, quarterly and annual reporting on quality and compliance, and maintaining 95 percent uptime and 98 percent scan completion rates with zero tolerance for HIPAA violations. Payment will be processed electronically through Interim Payment Processing (IPP) under HHSAR provisions, and no packaging, preservation, or marking requirements are specified since the scope is service-based rather than materiel delivery.
