MoDOT KC District Fleet Lighting Installation for Emergency Response

The Missouri Department of Transportation Kansas City District is soliciting bids for fleet lighting installations for emergency response vehicles on an as-needed basis. This firm-fixed-price contract will be awarded to the lowest and best bidder who meets all mandatory specifications and is located within a 50-mile radius of the Kansas City District Garage in Lee's Summit, Missouri. The initial contract period runs from the notice of award through November 30, 2027, with the possibility of four additional one-year renewal options. To maintain pricing stability, no price increases are permitted during the first six months following the original contract period. Technical requirements mandate that lighting installations adhere to MoDOT’s Fleet Lighting Engineering Policy Guide and the Emergency Response Truck Build Standards. Key specifications include installing beacons at the highest possible point, ensuring switches are easily accessible to operators, and prohibiting the use of suction cups or magnets for final installation. Vehicle markings must utilize diamond grade or approved enhanced retroreflective materials complying with FMVSS 108 and ASTM D4956 standards. The awarded vendor must maintain significant insurance coverage, including general liability and business automobile liability of at least 4 million dollars per occurrence, and name the Missouri Highways and Transportation Commission as an additional insured. Failure to deliver materials within specified timeframes may result in liquidated damages of 2,000 dollars per day per item.
