MoDOT Statewide - Lease Tractors

The Missouri Department of Transportation (MoDOT) is soliciting bids for the lease of tractors under solicitation MODOT 0000000243SL, with a contract period running from October 1, 2026, through September 30, 2029, and the potential for two one-year extensions at MoDOT’s discretion. Bids must be submitted electronically via the MissouriBUYS eProcurement system by August 17, 2026, at 2:00 PM Central Time; hard copies are permitted only with prior written approval from buyer Ashten Nichols, and email submissions are strictly prohibited. Delivery is F.O.B. destination to any of MoDOT’s statewide locations, with equipment required to be new, in current production, and delivered with at least a quarter tank of fuel and DEF. The evaluation process is a trade-off model totaling 100 points, with base and options costs accounting for 50 points, and other factors including past performance of tractor makes/models, location and performance of servicing dealers, and supplemental information contributing the remainder. Proposers must submit mandatory certifications including Exhibit M, affirming compliance with the Anti-Discrimination Against Israel Act if having 10 or more employees, and Exhibit N, certifying U.S. manufacturing for a 10% price preference under Buy American provisions. Additional requirements include an affirmation of eligibility to work in the U.S., maintenance of a drug-free workplace, and strict adherence to conflict of interest and indemnification obligations.
