MPA 213 Videographer Services

The State of Rhode Island is establishing a Multiple Award Master Purchase Agreement (MPA 213) to create a list of qualified videographers for hire across various state agencies. Under solicitation OEV27006925, selected vendors must provide all necessary labor, materials, and equipment to produce high-quality long-form and short-form video content, including vertical formats for social media platforms such as TikTok, Instagram Reels, and YouTube Shorts. A critical requirement of this contract is the strict prohibition of Artificial Intelligence during any part of the shooting or editing processes. Vendors are required to maintain all video files for five years from the date of the event, and all final deliverables become the property of the hiring agency. To be eligible for the qualified vendor list, applicants must pass a binary evaluation based on having at least five years of professional videography experience, providing three work samples and a portfolio website, identifying specific areas of expertise via Attachment A, and submitting an availability schedule. Additionally, prime contractors must comply with Minority Business Enterprise (MBE) participation requirements, which include a minimum 15 percent participation goal and regular reporting to the MBE Compliance Office. Technical proficiency in editing, closed captioning, and studio lighting is required, and vendors must obtain written parental or guardian consent before filming children.
