Multi - AOR Armed Guard Transportation Services

This contract is for the provision, operation, and management of armed guard transportation services for detainees under U.S. Immigration and Customs Enforcement (ICE), covering the Baltimore, Boston, Newark, New York City, and Washington Areas of Responsibility and their surrounding regions, including all of New York, Maryland, Pennsylvania, New Jersey, Virginia, West Virginia, Delaware, Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, Vermont, and occasionally extending to North Carolina and Georgia. The contractor must supply 24/7 uniformed transportation officer staff year-round to ensure the safe and secure movement and guardianship of detainees in compliance with ICE National Detention Standards (NDS) 2025, USDOT regulations on driving time, and all applicable federal, state, and local laws. The contract is structured as a Hybrid Firm-Fixed Price/Time and Material Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year ordering period comprising a base year and four one-year options, allowing task orders to be issued unilaterally by the government and to last up to 12 months each, with limited extensions permitted under specific conditions. The contract includes stringent performance, compliance, and administrative requirements. Offerors must submit proposals across four volumes, with pricing restricted to Volume IV, and face a pass/fail gate for Carrier Compliance in Volume I — failure to submit valid documentation eliminates an offeror immediately. Technical factors, including Demonstrated Experience, Case Study Scenario, and operational Plans, are significantly more important than price in the trade-off evaluation process. Contractors must maintain an IT Security Plan compliant with FISMA and other federal regulations, provide annual security training for employees, and ensure all personnel are U.S. citizens with at least a high school diploma or GED and valid Social Security Cards. Quality assurance is governed by a Quality Assurance Surveillance Plan (QASP) and a Contractor-developed Quality Control Plan, both of which are subject to government approval. Payment is contingent on monthly reporting including route logs, detainee counts, vehicle and personnel details, and expense records, with potential invoice deductions of up to 40% for safety violations or 30% for community/staff protection failures. The contractor is also responsible for IT security on all DHS-connected systems, insurance coverage meeting federal thresholds, and full sanitization of government-related data upon closeout, and must register in SAM.gov with an active Unique Entity Identifier and CAGE code to remain eligible.
