Music Video Production

The U.S. Embassy Kuala Lumpur is soliciting a single purchase order for the production of a music video to commemorate the 250th anniversary of American independence under the Freedom 250 initiative, with a strict budget cap of MYR 117,000 inclusive of all costs. Evaluation will be based on best value, balancing technical merit—such as creative concept, artistic suitability, legal compliance, and past performance—against cost within the fixed budget ceiling, without using a Lowest Price Technically Acceptable approach. No physical packaging or military marking standards apply as all deliverables are digital, and no Contracting Officer’s Representative or payment office details are provided, with invoices to be processed for full payment within 30 days of acceptance. Filming cannot occur on U.S. Embassy grounds, no security clearance is required, insurance is not mandated, and there are no organizational conflict of interest or socioeconomic set-aside requirements.
