PURPOSE OF AMENDMENT


This amendment revises the NASA Kennedy Space Center scrap term contract approach.


GSA is consolidating the previously contemplated Aluminum Scrap and Stainless Steel Scrap term contracts into the DEMIL A Mixed Metals Scrap Term Contract. The separate Aluminum and Stainless Steel solicitations are being withdrawn because Kennedy Space Center’s operational scrap stream is more appropriately managed as a single mixed metals accumulation rather than as separate recurring commodity streams.


The revised Mixed Metals contract now includes steel, stainless steel, aluminum, copper, brass, mixed ferrous and non-ferrous metals, structural scrap, fabrication scrap, wire and cable, and related metallic scrap materials.


This amendment also updates the contract to reflect Kennedy Space Center’s requirement for controlled onsite processing within the designated West Yard Processing Area. Authorized activities may include sorting, segregation, dismantling, cutting, torch cutting, hydraulic shearing, size reduction, staging, loading, transportation preparation, and removal, subject to Government approval and applicable environmental, safety, security, operational, and permitting requirements.


A new Appendix E, West Yard Processing and Environmental Coordination Plan, has been added as a post-bid/pre-award requirement for the Apparent High Bidder. Appendix E is not required with the sealed bid submission. No onsite dismantling, cutting, shearing, or size-reduction activities may begin until NASA Kennedy has reviewed and accepted the Appendix E package and all required approvals or authorizations have been issued.


The contract term has also been revised to a two-year base period with three one-year option periods, maintaining a five-year maximum term while allowing GSA and Kennedy Space Center greater flexibility to evaluate future program needs.
