AI Contract Overview
Headquarters Supreme Allied Commander Transformation (HQ SACT) plans to solicit industry proposals for developing an AI-assisted Tabletop Exercise (TTX) framework tailored for cyberspace operations. This initiative aims to create a Minimum Viable Product (MVP) leveraging advanced technologies such as Local Language Models (LLMs), Retrieval-Augmented Generation (RAG), and orchestrated Agentic-AI to streamline the design and execution of cyber operations exercises, reducing reliance on human support for generating exercise materials and role-playing scenarios. The contract will be awarded as a fixed-price agreement with a base performance period from the award date, expected around August 31, 2026, through December 31, 2026, and may include an optional extension through June 2027. To qualify as a prime contractor, U.S. firms must have an active facility within the United States, be approved to participate in NATO Competitive Procurement (NCP), and receive a Declaration of Eligibility (DOE) issued by the U.S. Government. Approval involves a one-time NCP application demonstrating past prime contract experience and financial stability verified by an independent CPA. The Department of Commerce oversees this approval process, and firms must submit their applications and supporting documents by June 18, 2026, to be eligible. The official Request for Proposal (RFP-ACT-SACT-26-66) is expected to be released on June 25, 2026, with bids closing by August 3, 2026, and contract award anticipated by the end of August 2026. All correspondence should reference the solicitation number and relevant contact details are provided for further inquiries.

The contract will be awarded as a fixed-price contract with the following estimated period of performance per Lot: A base period of performance from the award date (estimated 31 August 2026) through 31 December 2026. One (1) option period may be added: January 2027 – June 2027.

DESCRIPTION OF REQUIREMENT
Please see attached.
BECOMING ELIGIBLE TO BID
NCP requires that the U.S. Government issue a DOE on behalf of potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NCP. U.S. firms are approved for NCP on a facility-by-facility basis.
The U.S. NCP application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.
U.S. firms can download a copy of the U.S. NCP application from the following website:
https://www.bis.gov/about-bis/bis-leadership-and-offices/SIES/business-opportunities-nato
The Department of Commerce (DOC) is the U.S. Government agency that approves NCP applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NCP project at this time, please also include the following in the text of your email:
- the title and/or solicitation number of the contract
- the name/phone/email of the company point of contact for the bid documents
After approval of your one-time NCP application, DOC will then know to follow up by issuing a DOE for the contract. DOC will transmit the DOE to the NATO contracting agency.
