NATO Request for Information: NATO Security Support and Training to Ukraine (NSATU) Level 1 AND Level 2 Support Service Outsourcing

The NATO Communications and Information Agency (NCIA) is conducting a market survey via a Request for Information (RFI) to evaluate potential external service providers for the future outsourcing of Level 1 and Level 2 IT support services under the NATO Security Support and Training to Ukraine (NSATU) program. This RFI, identified as MS-424359-NSATU, is purely for planning and market research purposes and does not constitute a solicitation for bids or a binding contract. Respondents are asked to provide information on their capabilities, experience, and proposed approaches to delivering secure, interoperable communications and information systems support across four designated host nation locations: Germany (NSATU HQ), Poland (LEN-P), Romania (LEN-R), and Slovakia (LEN-S). The anticipated contract, if pursued, would have a base performance period of three years beginning January 1, 2027, with two optional one-year extensions and a potential twelve-month demobilization phase for transition. All service delivery must align with NATO operational standards, including compliance with ITIL-based service management practices, and require on-site personnel at each location to manage incident, problem, and change support for workstations, email, web, print, and proxy systems. Contractors must ensure all personnel hold valid National Security (NS) and NATO Coalition Top Secret (CTS) clearances, maintain 100% staffing compliance with mandatory roles including a Project Manager, Senior Site Engineers at each location, and at least three Crypto Custodians at the German HQ, and demonstrate proficiency in English at NATO SLP 3333 level (STANAG 6001). Performance will be measured against strict Key Performance Indicators such as 99.5% to 99.7% system availability, 100% resolution of incidents within defined timeframes, and full compliance with NIATC INFOSEC Inspection Checklists covering COMSEC access controls, cryptographic material handling, physical security, and emergency procedures.
