The NAWCAD WOLF IC2IS Mission Specific Network Engineering (MSNE) solicitation seeks comprehensive cradle-to-grave technical support for C5ISR systems across CONUS and OCONUS environments, ensuring seamless interoperability, supportability, and connectivity of fielded mission-specific network solutions. The contractor will deliver end-to-end systems engineering services throughout the entire lifecycle, including requirements definition, integration, installation, verification and validation, operations, sustainment, and RDTE support, tailored to the unique needs of each sponsor organization. Projects may encompass a wide spectrum of network architectures—from portable and mobile units to global, converged voice, video, and data systems combining satellite and terrestrial networks—and involve fixed-site, mobile, and embedded applications requiring expert engineering and management support. The solicitation, identified as N0042126R1014 under NAICS code 541330, is being issued through the PIEE module due to the discontinuation of the SEAPORT portal, and is managed by the Naval Air Warfare Center Air Division based in Patuxent River, Maryland. Proposals must be submitted by July 22, 2026, with the primary point of contact being Christopher Pennini and secondary point of contact Sonny Nguyen. The place of performance is designated as 20684, reflecting the operational focus area, while contractors must pay close attention to Sections L and M for the phased HTRO implementation approach that governs task execution. This contract does not specify a set-aside type and is open to all qualified offerors providing the full scope of technical and operational C5ISR services required to sustain and advance naval warfighting network capabilities.

The NAWCAD WOLF Integrated Command, Control and Intel Systems (IC2IS) Division provides full spectrum Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) technical support to the warfighter in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). This cradle-to-grave support ensures interoperability, supportability, and connectivity among Mission-Specific Network Engineering (MSNE) fielded systems and equipment. The scope of this requirement includes engineering and technical expertise required to support MSNE projects at different stages of the engineering life cycle. The Contractor shall provide life cycle systems engineering, including technical and management support; requirements identification and documentation; integration and installation; verification and validation; operations and sustainment support; and Research, Development, Test and Evaluation (RDTE) support. The functional support required will vary with each project as sponsor organizations will have different specific requirements. MSNE projects can range from stand-alone systems to global, integrated communication solutions that combine satellite and terrestrial networks supporting converged voice, video, and data and may take various forms including portable, mobile, and fixed-site applications. NOTE 1: Please review section L and M carefully for the phased HTRO approach. NOTE 2: This is a seaport task order being solicited on the PIEE solicitation module because the seaport portal is no longer available. Please review Amendment 0001 which includes changes related to the QA section. Note the proposal due date extension. The conformed copy of the amendment will be easier to read (summary of changes in Section A).

Quality Assurance and Inspection at OriginThe contract titled Quality Assurance and Inspection at Origin requires the contractor to perform inspection and acceptance of supplies at the point of production or packaging, in strict adherence to contract clause 52.246-9008. This work is designated as a subcontract under a Total Small Business Set-Aside, meaning only small businesses are eligible to participate as defined by the SBA and FAR 19.5. The NAICS code 541330 identifies the scope as ranging within architectural, engineering, and related services, indicating the nature of the quality assurance activities involves technical oversight and compliance evaluation rather than direct manufacturing. The solicitation was posted on July 17, 2026, with a response deadline of July 27, 2026, and is managed by the ASC Commodities Division within the Department of Defense, though specific point of contact and place of performance details are not provided. The contract emphasizes the importance of ensuring supplies meet required standards prior to shipment, with inspections conducted directly at the origin, which may include facilities across various locations. Compliance with the referenced clause mandates adherence to federal procurement quality assurance procedures, requiring detailed documentation, evaluation criteria, and acceptance protocols to be followed during inspection. The absence of explicit location or contact information suggests the contractor must be prepared to perform at any production or packaging site tied to the supply chain, and the lack of defined city or state for performance implies a potentially nationwide scope requiring logistical flexibility and readiness to deploy inspection personnel as needed. The contract is accessible through the DIBBS portal for further procedural details.
