NEW SAP Colenta X-Ray PM and Repairs

This contract is a combined synopsis and solicitation issued by the Fleet Readiness Center under the Department of Defense for a Firm Fixed Price agreement to provide on-site preventative maintenance, emergent repair, parts, and over-and-above services for one Government-owned Colenta X-ray Film Processor, model M43IC, located at Fleet Readiness Center Southwest in San Diego, California. The acquisition is structured as a Total Small Business Set-Aside under NAICS code 811310 and utilizes Simplified Acquisition Procedures per FAR 12.201-1 with a lowest-price, technically acceptable evaluation method. The base contract period is one year beginning June 1, 2026, with four additional one-year option periods that may be exercised at the Government’s discretion, though pricing for all option years is to be negotiated upon exercise. All services, including PM per OEM specifications, repair support, and material provision, must be performed on-site, and contractors must comply with stringent technical requirements outlined in the Statement of Work and Contract Data Requirements List (CDRL), including proper documentation marking and distribution statement placement on all technical deliverables. Contractors must be registered in the System for Award Management with an active Unique Entity Identifier and CAGE code, and must comply with multiple FAR and DFARS clauses including cybersecurity requirements under CMMC Level 1 or higher and NIST SP 800-171, as well as Buy American provisions, trafficking in persons prohibitions, and labor standards. All proposals must be submitted by the deadline of May 28, 2026, and must include signed offers with precise compliance statements, UEI, and full responsiveness to the solicitation’s terms. Invoicing must be processed through Wide Area Workflow using designated DoDAACs, and contractors are responsible for all shipping logistics including return shipments of cores, tools, and packaging. Acceptance of services and materials is subject to Government inspection at the destination, with rights to require corrections at no additional cost during and after acceptance. The Technical Point of Contact is designated for operational coordination, while any contractual changes must be formally communicated to the Procuring Contracting Officer.
