Newborn Screening Services

The Defense Health Agency Healthcare Contracting Division West has established a sole-source, firm-fixed-price Blanket Purchase Agreement (BPA) with the Oregon Health Authority (OHA) for comprehensive newborn metabolic screening services. This contract consolidates requirements for five overseas Military Treatment Facilities located in Guam, Yokosuka, Okinawa, Misawa AFB, and Yokota AFB. The total estimated value is $4,545,880.00, covering a base period from April 1, 2026, to March 31, 2027, with four subsequent one-year option periods extending through March 31, 2031. The award was justified under FAR 12.201-1 due to a lack of other interested sources and OHA's specialized logistical capabilities in managing international specimen transit from the Indo-Pacific region. The scope of work includes providing specimen collection kits, performing laboratory analysis for all conditions on the national Recommended Uniform Screening Panel (RUSP), and providing electronic result reporting and case management. Key deliverables include the screening of approximately 550 neonates annually, immediate notification of critical or abnormal results, and clinical consultation with pediatric specialists. Specimens are shipped via Federal Express to OHA's facility in Oregon for processing. Payments are uniquely processed via the Government Commercial Purchase Card (GCPC). As a non-competitive acquisition, the award was based on price reasonableness in accordance with FAR 12.204.
