NGA - LSJ - Cost Assessment and Program Evaluation (CAPE)

The National Geospatial-Intelligence Agency (NGA) has issued a sole-source modification to its existing Federal Supply Schedule (FSS) order with Techonnics Inc. to expand support for the Cost Assessment and Program Evaluation (CAPE) office, with an estimated value of $1,340,145. This modification, authorized under FAR 8.405-6(a)(1)(C) and GSAR 538.7104-3(b)(iii), is justified as a logical follow-on to a previously competitively awarded contract and is not open to competitive bidding. The scope includes the addition of seven full-time equivalents to enhance enterprise cost analysis, implementation of Cost and Technical Data Reporting (CTDR), development of Independent Government Cost Estimates (IGCE), and integration of AI-driven cost estimation into acquisition processes aligned with the Planning, Programming, Budgeting, and Execution (PPBE) cycle and statutory mandates under 10 U.S.C. §2433a and 50 U.S.C. §3097. Performance is limited to the NGA’s facility in Springfield, Virginia, and the contract period extends through December 7, 2026, completing a six-month extension of the original term. Key personnel must hold Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and professional certifications from ICEAA, CCE/A, or PCE/A, with market research confirming that Techonnics is the only provider capable of meeting these stringent staffing requirements within the narrow timeline, as obtaining qualified personnel otherwise would take over 90 days. The modification relies on fair and reasonable pricing established under the existing FSS contract rather than a competitive trade-off, and while no formal contract clauses or line-item pricing details are included, the effort is governed by mandatory reporting standards, adherence to Executive Order 14222, and compliance with DoD cost efficiency directives. The contract is part of a broader continuum of support, with a follow-on procurement anticipated in the first quarter of fiscal year 2027.
