The Department of Defense, through the Marine Corps Installations Pacific - Regional Contracting Office (MCIPAC-RCO), has issued a presolicitation Sources Sought Notification (SSN) under solicitation number M67400-26-RFI-0006 for the procurement of a fleet of non-tactical vehicles. These vehicles are intended for delivery to Marine Corps Base Camp Foster in Okinawa and Marine Corps Air Station Iwakuni in Yamaguchi, Japan. The acquisition will encompass a variety of 24 distinct vehicle types, including refrigerated trailers, cargo vans, maintenance trucks, forklifts, excavators, and cranes, totaling over 48 units. All vehicles must be commercially available off-the-shelf (COTS), right-hand drive, compliant with Japanese Motor Vehicle Safety Standards, including emissions and safety regulations, and delivered as the newest model year. The government intends to award a single contract to a capable local vendor that can meet all delivery and compliance requirements, including providing a minimum 12-month manufacturer warranty. This SSN serves as a market survey tool to assess vendor capability and the commercial availability of the required vehicles, not as a formal solicitation for proposals or bids. Responses are limited to capability statements that detail vendor qualifications, product lines, lead times, and relevant identifiers such as CAGE codes, UEIs, and NAICS information. Although the document does not specify FAR clauses, contract type, payment methods, or evaluation criteria, it outlines the Government’s intent for a straightforward quote solicitation, focused on local sourcing with adherence to Japanese standards. Inspection and acceptance are anticipated at the delivery sites in Japan, ensuring vehicles meet all specified operational and regulatory standards. No packaging, marking, or specific contract administration details are currently provided, and no option periods or special personnel requirements are indicated. The presolicitation emphasizes vendor experience with delivery to military bases in the Asia-Pacific region, underscoring timely fulfillment based on industry-standard lead times.

1. REQUIREMENT OVERVIEW

The Government requires Non-Tactical Vehicles for delivery to Camp Foster (Okinawa) and MCAS Iwakuni (Yamaguchi). All vehicles must meet Japanese road safety standards.

2. RESEARCH CONDUCTED

To determine market capability, a Sources Sought Notification (SSN) was posted to SAM.gov seeking information from commercial vendors able to fulfill the requirement.

3. FINDINGS

• Capable Sources: The Government identified multiple vendors fully capable of sourcing all requested vehicles and managing delivery to military installations both in Okinawa and Iwakuni.

• Market Capability: The responses confirmed that the commercial market can easily support this requirement without any need for specialized, non-commercial development. Industry-standard lead times will be factored into the delivery schedule.

4. ACQUISITION STRATEGY

The Government intends to solicit quotes directly from local vendors who demonstrate the capability to provide all items. The Government intends to award a single contract for all vehicles in response to the solicitation.
