The Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) plans to award a firm fixed price sole source contract to the San Diego Association of Governments for renewal of access to the Automated Regional Justice Information System (ARJIS). ARJIS has been providing the Naval Consolidated Brig Miramar (NCBM) with critical access to law enforcement databases, including NCIS and CLETS, via the San Diego County Sheriff's Department servers since 1990. This access supports the brig’s operational requirement to conduct background checks and obtain criminal history information for inmates, visitors, contractors, and new staff to ensure accurate classification and safe housing of inmates. ARJIS is the only service provider covering San Diego County and a significant portion of Southern California capable of delivering these specialized information services. This contract will be awarded under the authority of FAR 13.106 (1) recognizing that only one responsible source can fulfill the agency's unique requirements. The anticipated award date is on or before October 1, 2024, and payments will be made through the Wide Area Workflow (WAWF) system. While this is not a solicitation for competitive quotes, interested sources may submit capability statements demonstrating management and technical competence, cost information, and vendor authorization by September 9, 2024, for consideration. These submissions must be emailed in Word or PDF format and should not exceed six pages with a minimum 10-point font. The government retains sole discretion to proceed with the sole source award or initiate competitive procurement based on the capability statements received. No telephone inquiries or unsolicited questions will be entertained.
