The Defense Human Resources Activity Contracting Directorate intends to award a sole source, firm fixed price contract to NBS Technologies, Inc. for follow-on hardware and software support and maintenance of Defense Manpower Data Center Central Issuance Facility Common Access Card printers, specifically the NBS Horizon H2 and Horizon Evolution models and their accessories. This procurement, conducted under the authority of FAR 6.302-1(a)(2)(iii), is justified by the proprietary nature of the equipment, which renders NBS Technologies the only responsible source capable of satisfying the agency requirements. The contract structure consists of one 12-month base year with four additional 12-month option periods. Classified under NAICS code 811212 with a size standard of 27.5 million dollars, the requirement mandates that all participating contractors be registered in the System for Award Management with valid DUNS and CAGE code numbers. While this notice serves as an intent to award rather than a request for competitive proposals, the government allowed for the submission of capability statements by September 8, 2017, to determine if other parties could meet the specified needs.
