.
NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Academy, intends to award a single source contract to Airport Express, Oklahoma City, OK for proposed FAA Academy transportation services to/from specific lodging properties and
the Mike Monroney Aeronautical Center (MMAC) for students attending training at the
Center.
In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced to Airport Express based on the following: Transportation services under this requirement are integral to FAA Academy training execution, directly supporting the development of certified air traffic controllers and aviation personnel. The FAA Academy is currently operating under increased training throughput driven by national hiring initiatives to address air traffic controller staffing shortages. Any disruption in transportation services would:
• Delay or cancel scheduled training events
• Interrupt simulator and classroom progression
• Impact student throughput and graduation timelines
• Degrade FAA’s ability to meet national airspace staffing requirements
Airport Express is the only vendor that has:
• Consistently and clearly performed within the MMAC operational environment
• Maintained a fully compliant fleet and cleared workforce
• Successfully executed high-volume, schedule-driven transportation operations
• Established existing routes, logistics coordination, and training integration
o This vendor has a comprehensive understanding of FAA Academy training schedules, transportation routes, security access procedures, and coordination requirements necessary to support the movement of large volumes of students between facilities.
This action represents a controlled, time-bound approach to:
• Ensure continuity of mission-critical services
• Allow the Government to refine requirements and acquisition strategy
• Position the requirement for potential future competition under improved conditions
