Solicitation # W50SLF-26-Z-1CC7
The Hawaii Air National Guard plans to award a sole source, firm-fixed-price contract to Ad Walls LLC for advertising services designed to recruit physically fit young adults aged 18 to 25. This action is justified under 10 U.S.C. 3204(a)(1) and RFO 6.103-1, as Ad Walls LLC holds exclusive rights to large-format billboard-style advertising at twelve specified malls and shopping centers across Hawaii, including Windward Mall, Pearlridge Center, Maui Mall, and Kukui Grove Center, making them the only vendor capable of fulfilling the government’s requirement. The contract will support recruitment efforts by displaying mission-focused advertising in high-traffic retail locations where the target demographic is most likely to be reached, using the NAICS code 541850 for indoor and outdoor display advertising, with a size standard of $34.5 million in annual revenue. The period of performance is set for one year, from September 30, 2026, to September 29, 2027. While this is a notice of intent and not a formal solicitation for competitive bids, any interested party may submit a capability statement demonstrating that full and open competition would be advantageous to the government. Submissions must be sent in writing by 7:00 AM Hawaii Standard Time on August 24, 2026, to Jonathan Ringor at jonathan.a.ringor.mil@army.mil with the subject line W50SLF-26-Z-1CC7; no telephone responses will be accepted. The government retains full discretion to determine whether to proceed with the sole source award or open the opportunity to competition, and no obligation is created by this notice or by any response submitted. All correspondence and potential contract award will be managed through the U.S. Department of Defense office located in Kapolei, Hawaii.

The Hawaii Air National Guard plans to award a sole source, firm-fixed-price contract to Learfield College, LLC for advertising services aimed at recruiting physically fit young adults aged 18 to 25. The contract will leverage Learfield’s exclusive role as the multi-media rights holder for University of Hawaii Athletics to place physical and digital billboard advertisements and conduct on-site engagement activities at university athletic events and venues. This sole source determination is justified under 10 U.S.C. 3204(a)(1) and RFO 6.103-1, as Learfield is the only entity authorized to provide advertising at these specific locations. The acquisition falls under NAICS Code 541850 for indoor and outdoor display advertising, with a size standard of $34.5 million in annual revenue. While this notice is not a competitive solicitation, any interested party may submit a written capability statement demonstrating that full and open competition would benefit the government. The City of Abbotsford is proposing to directly award a one-year contract extension to Pattison Outdoor Advertising LP for the continued operation, maintenance, and advertising management of transit shelters, effective August 1, 2026, and concluding on July 31, 2027. This extension is necessary to ensure uninterrupted service as the current agreement expires on July 31, 2026, with no built-in renewal options. Pattison will retain responsibility for maintaining shelter conditions, performing repairs, removing graffiti, conducting safety inspections, managing advertising panels under existing terms, and upholding accessibility standards—all without any cost to the City, which instead receives monthly license revenue from the arrangement. The decision to avoid a competitive bid at this time is based on the significant operational and technical risks involved in switching vendors abruptly, which could compromise service quality and public safety. The direct award is framed as a temporary measure to preserve continuity while the City prepares a formal competitive procurement process scheduled for Q3 2026. Interested parties may lodge objections by May 29, 2026, at 2:00 p.m. local time via a dedicated online portal, with submissions required to clearly articulate specific grounds for objection and demonstrate the ability to deliver services of equivalent or superior quality within the same timeframe. The City will evaluate objections based solely on the demonstrable capacity of the objecting party to assume operations without disruption. No government funds are involved in this transaction, and the arrangement relies entirely on advertising-generated revenue, reinforcing its non-fiscal nature.
