The City of Abbotsford is proposing to directly award a one-year contract extension to Pattison Outdoor Advertising LP for the continued operation, maintenance, and advertising management of transit shelters, effective August 1, 2026, and concluding on July 31, 2027. This extension is necessary to ensure uninterrupted service as the current agreement expires on July 31, 2026, with no built-in renewal options. Pattison will retain responsibility for maintaining shelter conditions, performing repairs, removing graffiti, conducting safety inspections, managing advertising panels under existing terms, and upholding accessibility standards—all without any cost to the City, which instead receives monthly license revenue from the arrangement. The decision to avoid a competitive bid at this time is based on the significant operational and technical risks involved in switching vendors abruptly, which could compromise service quality and public safety. The direct award is framed as a temporary measure to preserve continuity while the City prepares a formal competitive procurement process scheduled for Q3 2026. Interested parties may lodge objections by May 29, 2026, at 2:00 p.m. local time via a dedicated online portal, with submissions required to clearly articulate specific grounds for objection and demonstrate the ability to deliver services of equivalent or superior quality within the same timeframe. The City will evaluate objections based solely on the demonstrable capacity of the objecting party to assume operations without disruption. No government funds are involved in this transaction, and the arrangement relies entirely on advertising-generated revenue, reinforcing its non-fiscal nature.
