The Department of Labor’s Office of Workers' Compensation Programs plans to award a sole source contract to Madison Consulting Group, Inc. for a nine-month period. The contract is a fixed-price purchase order focused on providing annual actuarial liability estimates and audit support for two specific programs: the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) and the Federal Employees' Compensation Act (FECA) Future Workers' Compensation Liability. This contract allows the agency to meet its obligation under a specific statutory authority that permits non-competitive procurement, citing 41 U.S.C. 3304(a)(1) and FAR 6.302-1 as the basis for the sole source approach. Although the contract is intended to be awarded without competition, interested parties are invited to express interest and demonstrate their capability to fulfill the requirement by submitting written documentation by March 13, 2015. These submissions will be reviewed solely to determine if a competitive procurement should be pursued, but the government is not soliciting competitive proposals or offering payment for responses. Questions and submissions must be directed in writing to the designated point of contact, Myla Gale, via email, with no phone inquiries accepted. The contract relates to casualty actuary services under the NAICS code 524298.
