The Department of Homeland Security intends to award a sole source contract to Aon for cybersecurity compensation system support services under the authority of 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1, citing the absence of other capable sources and the need to maintain continuity of the Cybersecurity Talent Management System program. Aon has previously provided these services from May 2021 through May 2026 and is uniquely qualified due to its specialized expertise in cybersecurity compensation design and its established institutional knowledge of the CTMS program. The contract is valued at an estimated $331,000, with a one-year performance period, and work will be performed remotely or at Aon’s facilities within the United States. To ensure uninterrupted program administration and facilitate a smooth transition to future internal resources, the government has determined immediate award is necessary and has invoked a class deviation authorizing noncompetitive procurement. Interested parties may submit written capabilities and qualifications by 10:00 a.m. ET on July 6, 2026, to karen.ma@hq.dhs.gov with the identification number RUHC-26-CS006 included in the subject line. This notice is not a solicitation for competitive quotes, and oral communications will not be accepted. The government retains full discretion to determine whether to proceed with sole source award based on responses received. The North American Industry Classification System code for this effort is 541612, and the contracting office is the Departmental Operations Acquisition Division II of the Department of Homeland Security, located in Washington, D.C.

This is a notice of intent to sole source as required by FAR 5.203. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 3304(a)(1) implemented by the FAR Subpart 6.103-1 (FAR Class Deviation 25-11) entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The Department of Homeland Security intends to procure on a sole source basis from Aon, located at 2001 K Street, NW, Ste 625 North, Washington DC 20006.
