The Office of the Comptroller of the Currency (OCC) intends to award a sole source purchase order to Reuters America Inc. for licenses to the Reuters Syndicated Loan Information Database. This database provides comprehensive syndicated commercial and industrial loan data on a national scale, including details such as loan pricing, covenants, borrower and lender statistics, loan purposes, credit ratings, and historical transactions dating back to the late 1980s. The database is updated weekly, ensuring timely access to new and revised loan transactions. Market research indicates that Reuters is the sole provider capable of meeting the OCC's requirements due to the proprietary nature of the data and the unique functionalities offered by this product. The contract will have a base period of one year starting October 1, 2015, with two optional one-year renewals. No solicitation package will be issued, and although this is a notice of intent to sole source rather than a request for competitive quotations, the OCC invited responses by May 11, 2015, from any vendors who believe they can offer a comparable product. Interested parties were required to provide detailed information demonstrating how their products match or exceed the capabilities of the Reuters database. The government retains sole discretion to decide whether to proceed with a competitive procurement or award the contract directly to Reuters. The primary point of contact for this acquisition is Johnny Lai from the OCC.

Note: The original Notice of Intent to Sole Source was posted as a "Special Notice" on 05/04/2015. The purpose of this posting is to correctly update the the notice in the Government's Point of Entry (GPE). Original Notice of Intent to Sole Source (Responses were due 05/11/2015 at 9:00 AM EST): The Office of the Comptroller of the Currency (OCC) intends to award a purchase order to Reuters America Inc. for Reuters Syndicated Loan Information Database licenses. The period of performance will be a base period of one year, beginning on October 1, 2015, with the possibility of two (2) one-year option periods to follow. According to the market research conducted, Reuters is the sole provider of a database such as the Syndicated Loan Information Database and its associated license support. The Reuters Syndicated Loan Information Database is a product that allows OCC's analysts to electronically access information for syndicated commercial and industrial loans on a national basis and scale. The information includes pricings, covenants, borrower and lender statistics, loan purposes, loan amounts, country/region information, credit ratings, maturity information, agent and lead bank statistics, and borrowers' SIC or NAICS codes. Furthermore, not only is the database searchable by key data elements, but the database also includes transactions going back to the late 1980s and earlier. Finally, the database is updated on at least a weekly basis, giving the OCC access to new transactions while concurrently updating previous transactions. Based upon the agency's market research, no other sources are able to provide such a functional and comprehensive product to meet the OCC's requirements. As Reuters' data is proprietary, only Reuters can provide the Reuters Syndicated Loan Information Database licenses and its associated support. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 9:00 AM EST on May, 11, 2015. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. Responses must be supported with clear and convincing evidence to demonstrate that the vendor is able to provide the goods/services outlined in this notice. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality with the product(s) mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A redacted copy of the associated Justification and Approval (J&A) will be posted at a later date.
