AI Contract Overview
The U.S. International Trade Commission intends to award a sole source contract to RELX Inc. for an annual subscription to the LexisNexis Digital Library collection, specifically to access the Mathew Bender treatises, which are exclusively available through this provider and critical for the Commission’s legal research functions. This action is justified under FAR 6.302-1 due to the absence of any other responsible source capable of providing equivalent legal content, as competing platforms such as Westlaw and Bloomberg Law do not offer the same authoritative treatises. The base period of performance runs from July 1, 2026, through June 30, 2027, with four anticipated one-year option periods available, though pricing for the options is not specified. The estimated total value of the base contract is $175,000, and the acquisition falls under the Simplified Acquisition Threshold, with no competitive solicitation planned. The place of performance is Washington, D.C., and delivery is primarily digital, supplemented by print publications. The contracting officer is Ian Quillman, and responses to the notice must be submitted via email by June 23, 2026, although the action is non-competitive and no formal evaluation criteria apply. No set-aside, socioeconomic certification, or small business designation is involved, and no key personnel, security clearances, or organizational conflict of interest provisions are required. The justification relies on the unique and irreplaceable nature of the LexisNexis collection, with acceptance criteria centered on uninterrupted access to the full scope of proprietary legal content. No contract clauses, packaging requirements, invoicing specifications, or detailed line-item pricing structures are specified in the documentation.
