The Department of Defense’s Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, Lifecycle Training Flight at Joint Base San Antonio – Randolph, Texas, intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Air Center Helicopters for Rotary Wing Airlift Support Services to the Special Warfare Training Wing. This sole source procurement, with an ordering period from January 31, 2027, through January 30, 2032, is justified because Air Center Helicopters uniquely meets stringent operational requirements. They are the only provider operating both small and large rotary wing airframes that possess the necessary configuration, including AMC CARB certification, cabin doors and FRIES bars on both sides, a hoist capacity rated to 550 lbs, at least eight night vision goggles per aircrew member, and the ability to support a minimum of eight combat personnel plus one instructor. Additionally, their fleet can provide immediate replacement aircraft within 36 hours to ensure mission continuity, a critical feature for the Special Warfare Training Wing. Although this is a notice of intent to sole source and not a solicitation for proposals or quotations, potential vendors who believe they can meet or exceed these specialized requirements are invited to submit capability statements by June 5, 2026, 1400 CST. All communications regarding this notice must be directed solely to Allison Gutierrez via the provided email addresses, and responses received after the deadline will not be considered. The government will evaluate any capability statements to determine if a competitive procurement is warranted, but the final decision on proceeding with sole source contracting remains at the government’s discretion.
