*NOTICE ONLY - 2026-2027 M7B Agreement Christiansburg Residency

The Virginia Department of Transportation is soliciting bids for snow and ice control services for the 2026-2027 season within the Salem District, Christiansburg Residency, specifically covering Pulaski and Giles. This is an indefinite quantity agreement running from the date of award through April 30, 2027. Interested contractors must be active in the eVA portal and submit all bids, including firm unit hourly rates, through the Plow4VA portal. Open enrollment begins August 3, 2026, with a final submission deadline of February 12, 2027. Eligible equipment includes various 4WD pickup trucks, multi-axle dump/flatbed trucks, farm tractors, rubber tire loaders, backhoes, and dozers, with maximum hourly rates ranging from 100 to 300 dollars depending on the equipment and plow/spreader configuration. The contract offers early registration and end-of-season performance bonuses of 1,000 dollars per unit, as well as minimum guaranteed payments. Additionally, a 3,000 dollar mobilization fee and a 100 dollar per hour push rate are available for emergency relocations. To be accepted, contractors must pass VDOT equipment inspections, provide valid insurance and registration, and complete AVL activation. Operational requirements include 24-hour service availability, though single-shift waivers are possible, and a strict safety limit of 14 consecutive working hours per operator. Invoicing is managed through the Hired Equipment Time Tracking System (HETTS), with payments issued thirty calendar days after receipt of a proper invoice. All VDOT-owned equipment must be returned by April 9, 2027.
