Requesting following services to support this FY22 project: scope of work/cost estimate, design, and contracting services. SOW: Project replaces Boiler 27 at the Heating Steam Plant in Building Z312 Naval Station Norfolk with a more appropriately sized boiler to improve plant efficiency. The steam load of the installation has reduced from the level when this boiler was originally installed. Therefore, this project will repair Boiler 27 (currently 150,000 lbs/hr) by replacement with a boiler more appropriately sized (75,000 lbs/hr) for the installation load condition. Includes elimination of CEMS requirement for Boiler 27, CIO review of PLC (if present) for integration into existing Bailey system, and automated mud drum heater. Salvage value of 150,000 lbs/hr boiler 27 shall also be considered. The boiler shall be tested, commissioned, and boiled out after completion of all work.
