Source Sought Notice - ABET EAC and CACThe U.S. Government has issued a Sources Sought Notice for engineering and computing accreditation services currently planned to be awarded as a sole-source contract to the Accreditation Board for Engineering and Technology (ABET) for the U.S. Army Corps of Engineers at West Point, NY, with performance set to begin on August 31, 2026. The statutory basis for the anticipated sole-source award is 10 U.S.C. 2304(c)(1) under FAR 6.302-1, citing ABET as the only responsible source capable of fulfilling the requirement due to its unique authority and expertise in accrediting engineering and computing programs. However, the Government is actively seeking information from other potential vendors to evaluate whether competition is feasible and to assess if current specifications may unnecessarily restrict market participation. All responses must be submitted by July 16, 2026, to the designated point of contact, and no proposals, quotes, or bids will be accepted at this stage. Respondents are requested to provide comprehensive details including their business size and certifications such as 8(a), HUBZone, SDVOSB, WOSB, or SDB, along with DUNS and CAGE codes, interest in acting as a prime or subcontractor, relevant past performance on similar accreditation or educational oversight projects, and evidence of commercial availability including pricing, delivery timelines, and terms. The NAICS code is 611310 with a size standard of $34.5 million. The Government is particularly interested in identifying any factors that may be limiting fair competition and solicits recommendations for restructuring the requirement to better enable participation by small businesses. Responses should also include suggestions for improving the specifications or performance work statement to enhance market responsiveness, and the Government reserves the right to make a non-competitive award based on the feedback received, without obligation to issue a future solicitation or to compensate respondents for their input.
