The Administration for Children and Families (ACF), Office of Legislative Affairs and Budget (OLAB), requests a follow-on Task Order against contract GS-35F-688GA with the contractor listed in the table below. This acquisition is conducted under the Federal Supply Schedule (FSS) Program using the ordering procedures established by the General Services Administration found in the General Services Acquisition Manual/Regulation (GSAM/R) at subpart 538.71. The Government projects award for May 2026 using fiscal year 2026 annual funds.
The Administration for Children and Families (ACF), Office of Legislative Affairs and Budget (OLAB), requires continued operation, hosting, maintenance, and support of the Budget Formulation System (BFS), i.e. Workiva Connected Government Management Reporting Solution with Wdata, an existing, cloud-based Software-as-a-Service (SaaS) platform that supports ACF’s annual budget formulation lifecycle. The BFS is currently used to support preparation of the HHS Justification, OMB Justification, and Congressional Justification (CJ), along with related financial reporting and workflow management functions. OLAB relies on the BFS to enable collaboration across multiple ACF program offices and to perform secure data ingestion, automated calculations, document production, version control, access controls, workflow tracking, and reporting necessary to execute ACF’s budget responsibilities. Continued operation of BFS is critical to maintain data integrity, workflow continuity, audit traceability, and compliance with Federal budget submission requirements.
Services are currently provided by VertoSoft, LLC under GSA Federal Supply Schedules (FSS) / Multiple Award Schedules (MAS) Task Order No.: GS-35F-688GA/75ACF121F80014. The task order consists of a 12-month base period and four (4), 12-month option periods, and will expire on May 13, 2026.
