The Administration for Children and Families, Office of Legislative Affairs and Budget, is seeking a follow-on task order under the GSA Federal Supply Schedule GS-35F-688GA to continue support for the Budget Formulation System, a cloud-based SaaS platform built on Workiva Connected Government Management Reporting Solution with Wdata. This system is critical to the agency’s annual budget formulation cycle, enabling secure data ingestion, automated financial calculations, document production, version control, access management, and workflow tracking necessary for preparing the HHS, OMB, and Congressional Justifications. Services will be provided by the incumbent contractor, VertoSoft, LLC, under a sole-source award justified under GSAR 538.7104-3(b)(1)(iii) due to the system’s highly customized architecture, deep integration with existing financial workflows, and the prohibitive cost and risk of transitioning to an alternative vendor. The task order includes a 12-month base period starting May 14, 2026, and four additional one-year option periods extending through May 13, 2031, with a potential six-month extension under FAR 52.217-8, bringing the total potential performance period to nearly six years. The system is hosted in a FedRAMP Moderate authorized cloud environment and must ensure uninterrupted operation to maintain data integrity, audit traceability, and strict compliance with federal budget submission timelines. Funding for this effort is drawn from fiscal year 2026 annual appropriations, with award projected for May 2026, and delivery of services is entirely remote through a cloud-based platform, with the place of performance located in Leesburg, Virginia, and the contracting office based in Rockville, Maryland. No physical delivery, packaging, or marking requirements apply, as the work involves only software maintenance, configuration support, and operational hosting. The contract does not include specified pricing in the line-item data, though the pricing structure will be derived from the underlying GSA Schedule contract. Evaluation is not based on competitive proposals; instead, the award relies entirely on the uniqueness of the system and the risks associated with disruption to mission-critical budget processes. While roles such as the Contracting Officer’s Representative and Technical Representative are acknowledged, no specific personnel are identified in the documentation. The contract does not require security clearances, designated key personnel, or organizational conflict of interest provisions, and no socioeconomic or small business certifications from the offeror are provided. The sole source justification,
