Full Description

Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Oman Systems Inc., for 3 years of Oman's Bid-Tab Professional Licenses, with an option for 2 additional years. The purpose of this procurement is to continue FHWA's construction cost index, named the National Highway Construction Cost Index (NHCCI). The FHWA built this index using the bid-tabs propriety database previously purchased from Oman Systems, Inc. in year 2010. In order for FHWA to continue its use of the NHCCI, it is necessary that the data stay compatible with FHWA's existing software application. This software allows the FHWA to derive a reliable indicator of highway construction costs that can be used for both general price comparisons and for States to gauge changes in their costs against other States in similar situations. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $130,855. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by COB November 20, 2013. All questions concerning this matter should be addressed directly to Mr. Kevin Hardy at contact@example.gov.
