THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak for Omni Vendor Vetting Software Program. Base year subscription plus two, one-year options. If all options are exercised, the period of performance would expire 30 Jun 2029 The vendor will be Fortior Solutions, 5800 NEW Pinefarm Court, Hillsboro, OR 97124, UEI: JP2FF7LEU4H1, GSA Schedule 47QTCA26D004L
This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Specialized software is required for reviewing vendors, subcontractors, regular visitors, and other visitors to USCG Base Kodiak to ensure only those properly vetted are able to access the facility. Subject contractor is the only known source of the software currently being used by Base Kodiak Security. This software has been approved to be installed and operated on Coast Guard IT systems. Use of any other system would require a thorough review by USCG C5I to ensure the software would not be harmful to Coast Guard IT systems. This review would require substantial investment from the Coast Guard that would not be easily overcome by competition.
USCG Base Kodiak, Kodiak, Alaska, will be the procuring entity for this effort. Performance will be located at Kodiak, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 541519.
This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1 Jun 2026, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
