AI Contract Overview

The U.S. Coast Guard Base Kodiak intends to award a sole source firm fixed price contract to Fortior Solutions for the Omni Vendor Vetting Software Program, a specialized system used to vet vendors, subcontractors, and visitors seeking access to the base. The base year includes a subscription with two one-year options, potentially extending the contract through June 30, 2029. Fortior Solutions is the only known provider of the software currently in use and approved for Coast Guard IT systems, and replacing it with an alternative would require extensive and costly evaluations by USCG C5I to ensure compatibility and security, making competition impractical. The requirement is classified under NAICS code 541519, and the acquisition will follow FAR Part 12 procedures for commercial items. All performance will occur at Kodiak, Alaska, with the procuring entity being the Base Kodiak office under the Department of Homeland Security. This notice is not a solicitation for bids but a public announcement of intent to award without competition, as permitted under FAR 12.102 due to the exclusive nature of the required software. Interested parties may submit written capabilities and qualifications to Robbin Kessler no later than June 1, 2026, at 1:00 p.m. Alaska time, to provide information that could influence the government’s decision to open the procurement to competition. Oral communications are not accepted, and the government retains full discretion to proceed with sole source award regardless of submissions received. The solicitation number is 31140PR260000095, and the point of contact is available via email at robbin.m.kessler@uscg.mil.
