On-Line Surplus Auction Services

The Missouri Department of Transportation (MoDOT), acting through the Missouri Highways and Transportation Commission (MHTC), is seeking a qualified consultant to provide a comprehensive web-based online auction service for the sale of surplus property. The service must support a multi-site platform including an Authorized Customer Site for governmental subdivisions, a Public Auction Site, and a Restricted Site, with full MoDOT control over item details, bidding parameters, minimum acceptable bids, and auction timelines. The system must accommodate detailed listings of surplus items such as vehicles, electronics, office and highway equipment, furniture, scrap metal, and other obsolete materials, including the ability to display up to four images per item. The contract period runs from September 1, 2026, through August 31, 2029, with the option for two one-year extensions, and the contractor must have the system fully operational within 30 days of receiving a notice to proceed. The contractor is responsible for managing all aspects of the auction process, including accepting only credit and debit card payments at their own expense, handling all bidder payments and remittances, and assuming full liability for financial transactions. They must also provide ongoing customer support via a toll-free number and email during standard business hours, conduct marketing efforts to increase bidder participation, and deliver detailed monthly reports containing auction IDs, buyer information, high bids, fees, net payments, and pickup dates.
