his action will award a firm fixed price purchase on a WOSB sole source basis to CMPIC LLC, 100 Lake Ridge Dr, Forest VA, 24551-1002. CMPIC on-site courses 1 through 4: (1) Foundations, (2) Identification, (3) Configuration Change, and (4) Implementation, to include training and certification with materials, exams, CEUs, and all incidentals for up to 24 NSWC-PCD government personnel over 20 option sessions. This acquisition will be conducted using simplified acquisition procedures with a total dollar exceeding the micropurchase threshold but not exceeding $320,000.00 if all options are exercised. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This purchase will be funded with FY19 Overhead funds. 4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(5). Authorized or Required by Statute FAR 6.302-5(b)(7) Sole source awards under the WOSB Program-15 U.S.C. 637(m). NSWC-PCD has a need to train and certify personnel on all concepts of CMPIC applicable to the direct needs for this installation. Several NSWC PCD personnel have already attended some of the CMPIC courses off-site to achieve certification, but they have not had all of the required courses. Offering these specific CMPIC courses on-site will allow these personnel to cost-effectively complete their requirements to become certified and eliminate travel scheduling for multiple users. CMPro is the configuration management tool used across NSWC PCD by the vast majority of projects. CMPIC and PSA (the CMPro vendor) work very closely with each other to ensure their CM tools and training complement each other to maximize efficiency. CMPIC is the only company that trains to the specifics of the industry-recognized Configuration Management Standard, SAE EIA-649B, as applied to a Dept of Defense project. A market survey of other vendors determined that other configuration management courses are more generic and not tailored to the unique needs of DoD/DoN. The use of any other provider would not fulfill the desired training and certification needs on the topics mentioned under paragraph three, provide flexibility for personnel needing to finish three or fewer courses to pass certification, and not comply with the configuration management system used at NSWC-PCD. CMPIC is the only entity capable of meeting the minimum government needs and it is in the government's best interest to award on a WOSB basis to CMPIC LLC. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b), 13.501(a)(2)(i), and 19.1506(c)(3). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, CMPIC LLC is the only company that can meet the Government's needs. 7. Any other facts supporting the justification. None. 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, CMPIC LLC is the only entity that can meet this requirement.
