One (1) Subject Matter Expert

The Department of National Defence, through the Canadian Forces Health Services Directorate of Health Services Strategic Concepts, is seeking one senior-level subject matter expert to lead the operationalization of key objectives within the draft Canadian Forces Health Services Strategic Campaign Plan, with a primary focus on Health Services support for the future Canadian Arctic Theatre of Operations. The contractor will be responsible for coordinating DND/CAF investments with CAF Level 1 organizations, particularly the Canadian Joint Operations Command, regarding the development of Northern Operational Support Hubs, and will engage externally with Health Canada on a potential dual-use investment program referenced in Budget 2025. The individual must represent Health Services Strategy at key internal DND/CAF forums and selected external engagements, ensuring alignment between strategic planning and operational implementation. The position requires deep expertise in military health systems, Arctic operational environments, and interdepartmental collaboration. The contract is issued under the Task and Solutions Professional Services framework (E60ZT-18TSPS, Tier 1), with an estimated level of effort of 500 days over a performance period ending July 31, 2028, beginning on the date of award. All work must be performed in the National Capital Region, and the contractor must be a pre-qualified supplier under the TSPS agreement. Personnel must meet Reliability Status and Degree of Sensitivity Level II security requirements as defined by the Security Requirements Check List, though clearance need not be held at time of submission. The procurement is subject to multiple international trade agreements including CETA, CPTPP, CUSMA, CKFTA, and CFTA, and proposals must be submitted via email to the designated contracting authority by July 9, 2026.
