BID TYPE RFP DESCRIPTION Johnson County Community College (JCCC) has retained OutSail to facilitate this Request for Proposal (RFP) and to assist in the evaluation of potential Benefits Administration partners. JCCC is a public community college serving a large and diverse workforce, with benefits administered by a small, dedicated team.
As part of its commitment to providing a comprehensive health and welfare benefits program to its employees, JCCC is issuing this formal RFP to evaluate potential service providers and technology platforms. The College is seeking to modernize and unify its HR, payroll, benefits administration, carrier connectivity, ACA compliance, leave, COBRA, and retirement-related data ecosystem.
Today, JCCC operates Ellucian Banner as its system of record for ERP and payroll and WorkTerra as its benefits enrollment and carrier connectivity platform. The two platforms function largely as independent systems, with limited automated synchronization. As a result, benefits administration, payroll deductions, ACA compliance, leave transitions, COBRA notifications, HSA/FSA funding, retirement contribution files, and reporting rely heavily on manual processes maintained by a small team.
JCCC is seeking responses from qualified firms with the expertise, technology, integration experience, and service capabilities to create a tightly integrated, rules-driven benefits environment. The desired future state establishes a reliable operational source of truth, automates downstream payroll and carrier transactions wherever possible, and materially reduces manual administrative effort and reconciliation risk.
