The associated North American Industrial Classification System (NAICS) code for this procurement is 423430. Section 508 of the Rehabilitation Act of 1973, as amended, does not apply to this acquisition because these are only licenses and support for appliances that were previously procured. This procurement addresses a requirement to expand the number of licenses in order to be able to recover all data within the Exchange messaging system. The requirement consists of the Contract Line Items in the attached RFQ. Quotations shall be tailored to the exact items listed. BRAND NAME JUSTIFICATION: The Office of Information Systems Management (OISM) at NIST has already purchased and is using OnTrack PowerControls. This requirement is to procure additional licenses that will be compatible with the existing infrastructure. Only the manufacturer and authorized resellers can provide the necessary maintenance and technical support. As a minimum, quotations must include- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Technical description of the items being offered in sufficient detail to evaluate compliance with requirements in the solicitation. Item MUST meet exact specifications as laid out in the description attached. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. NIST reserves the right to award a purchase order without discussions, based solely on the submission of the Contractor. EVALUATION FACTORS FOR AWARD: The award will be made to the responsible authorized offeror whose technically acceptable quotation is deemed to represent the lowest price. Offers that meet all of the above requirements will be deemed technically acceptable. Any communications regarding this acquisition must be made via email to Divya Soni at contact@example.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
