USCIS values its partnerships with industry and remains committed to providing timely and transparent communication. The purpose of this announcement is to share important updates regarding the ODOS IV re-compete. While USCIS continues to finalize the long-term strategy for ODOS IV, we have determined that it is in our best interest to pursue a smaller, competitive version of ODOS (referred to as ODOS 3.1). This effort will provide an additional 24 months of performance, which is expected to allow sufficient time to complete the full-term ODOS IV re-compete. USCIS will use the ordering procedures established by GSA in GSAM/R Subpart 538.71 for the ODOS 3.1 requirement, which permits the Government to invite selected Federal Supply Schedule (FSS) contractors to respond to the solicitation based on the results of market research. USCIS has conducted extensive market research to identify a competitive number of FSS contractors that can meet the Government’s needs and will receive a copy of the Request for Quote (RFQ) in accordance with the procedures at GSAM/R Subpart 538.7103-3(a)(2). USCIS intends to send the RFQ and all amendments to selected FSS contractors under GSA MAS IT SIN 54151S via email by January 16, 2026. Quotes will not be accepted from FSS contractors who were not selected by the Government during the market research phase.

ODOS IV is the primary contract of Transformation Delivery Division (TDD) to obtain DevSecOps and Infrastructure support for the continued development, delivery and support of USCIS Electronic Immigration System (ELIS) and Global enterprise case management systems. ODOS IV will comprise two Task Areas: DevSecOps and User Experience Design (UXD)/Interaction Design (IxD) Services, and Infrastructure and Integration Services. DevSecOps and UXD/IxD is the primary requirement to provide support for the continued development, delivery and support of ELIS and Global enterprise case management systems. DevSecOps and UXD/IxD will incorporate all the technical, business integration, UXD/IxD, adaptive maintenance to deliver features at the current cadence, carried out on-time and without disruption. The secondary requirement, Infrastructure and Integration Services, provides support to ensure continuous software quality, reducing release time, improving monitoring/logging/alerting for running systems, adopting a shift-left security approach, and equipping development teams with tools for code promotion across environments with zero downtime, and to deploy code multiple times daily.
