Owners Representative Services HVAC Upgrades at Somers Elementary School

The Town of Somers, Connecticut, on behalf of Somers Public Schools, is seeking qualified firms to serve as Owner’s Representative for the construction phase of a $15 million HVAC system upgrade at Somers Elementary School, a fully designed project utilizing 100% drawings by Consulting Engineering Services, Inc. The selected firm will collaborate with town staff, the design consultant, and the Construction Manager, Gilbane, to provide comprehensive oversight from construction start through close-out, including recurring site visits at a minimum frequency of two to three times per week and one weekend visit per month, with written reports and photos documenting progress, quality issues, and risks. The role entails managing budget tracking using an electronic system, reviewing and monitoring change orders, assisting with punch lists, ensuring commissioning and functional testing are completed, and securing all close-out documentation including operation and maintenance manuals, warranties, attic stock, training materials, and certificates of occupancy. Proposals must include detailed staffing plans with hourly rates and monthly hours by phase, a pricing response form broken down by construction, close-out, and commissioning phases, sample reports of all proposed deliverables, a proposed sample contract between the firm and the town, and resumes of all key personnel, with specific emphasis on experience with municipal or public school HVAC projects in Connecticut over the past seven years. The Town reserves the right to interview and select key staff, and proposers must commit to providing staff in a timely manner as needed. All proposals must be submitted as five original copies and one digital copy on a thumb drive, sealed and marked with the solicitation number and due date, and delivered by 2:00 p.m. on July 13, 2026, to the Town’s Chief Financial Officer at 600 Main Street, Somers, CT 06071. Proposers are strictly prohibited from contacting any town official except the designated points of contact; any unauthorized contact may result in disqualification. Evaluation will be based on professional expertise, ability to meet timelines, demonstrated understanding of the work, innovative approaches, cost-effectiveness, and fee proposal, with no formal scoring weights assigned, and the final selection subject to approval by the Board of Selectmen. The firm must not serve as architect, engineer, or constructor for the project, and subcontractors require prior approval and must provide a Fed ID number. All records must be retained for a minimum of five years after contract expiration and made available to the town or state upon request. The proposal must avoid plastic binders
